Captain Geoffrey Kieser Serving Since 2008

Captain Geoff Kieser was appointed to the rank of Captain in December 2015. He began his fire service career with Cumberland Road in 2008 as a volunteer firefighter. He was promoted to the rank of fire lieutenant and served as interim training officer until his promotion to Captain.

Educational Background: Captain Kieser is certified in many areas of the fire service to include; firefighter II, driver operator pumps and aerial, rescue technician, airport rescue firefighter, instructor level I, national fire academy leadership I, II, and III, national fire academy safety officer, national incident management 300 and 400, and Emergency Management Technician.

Memberships: North Carolina State Fireman’s Association, North Carolina Rescue and EMS Association, Vice President of the Cumberland County Training Group.

Captain Damien Locklear Serving Since 2007


Captain Damien Locklear began his fire service career with the City of Fayetteville Fire/Emergency Management in Cumberland County as a firefighter in January 2006. He became a member of Cumberland Road in January 2007.  He has served as a training officer and now as the department’s Fire & Life Safety Educator.

Educational Background: Captain Damien Locklear is certified in many areas of the fire service to include; fire officer III, technical rescuer, fire instructor II, fire & life safety educator III, chief 101, and emergency medical technician. Captain Locklear holds an A.A. and B.S. degrees in Fire Science Administration from Waldorf University, Forest City, Iowa, he graduated Summa Cum Laude.

Memberships: North Carolina State Fireman’s Association, North Carolina Rescue and EMS Association.

Deputy Chief Dale Spiller Serving Since 1989

Deputy Fire Chief Tommy (Dale) Spiller was appointed Cumberland Road’s deputy fire chief in June 2002. He began his fire service career with Cumberland Road in 1989 as a firefighter. He was promoted to the ranks of fire lieutenant, fire captain, assistant fire chief. Deputy Chief Spiller serves as the departments operations chief and coordinates, and manages the activities and operations of the fire departments suppression and emergency medical services and related service activities.

Educational Background: Deputy Chief Spiller is certified in many areas of the fire service to include; fire officer III, hazardous materials technician, fire instructor II, and emergency medical technician. Chief Spiller holds an A.A.S., Fire Science Technology, Pikes Peak Community College, Colorado Springs, CO. and a B.S., Fire Science Administration, Waldorf University, Forest City, Iowa, he graduated Magna Cum Laude.

Cumberland Road Fire Department Fire Protection

Chief Kenneth Hall Serving Since 1978

Chief Kenneth Hall was appointed Cumberland Road’s fire chief in June 2002.  He began his fire service career with Cumberland Road in 1978 as a firefighter.  He was promoted to the ranks of fire lieutenant, fire captain, assistant fire chief and deputy fire chief. 

Educational Background: Chief Hall is certified in many areas of the fire service to include; fire officer II, hazardous materials technician, fire instructor II, and emergency medical technician.

Memberships: North Carolina Fire Chief’s Association – North Carolina Rescue and EMS Association – North Carolina State Firemen’s Association, Cumberland County Fire Chief’s Association and the International Association of Fire Chiefs.

Assistant Chief Steven Parrish Serving Since 1980

Assistant Fire Chief Steven Parrish was appointed Cumberland Road’s assistant fire chief in 1991. He began his fire service career with Cumberland Road in 1980 as a firefighter. He was promoted to the ranks of fire lieutenant, fire captain. Assistant Chief Parrish is responsible for the department’s administrative duties and manages the departments paid staff.  

Educational Background: Assistant Fire Chief Parrish is certified in many areas of the fire service to include; fire officer III, technical rescuer, fire instructor II, and emergency medical technician. Chief Parrish holds an A.A. and B.S. degrees in Fire Science Administration from Waldorf University, Forest City, Iowa, he graduated Summa Cum Laude.
